Update phone — step 4: commit a deferred change (admin)

Applies a phone-number change that was deferred with deferCommit: true. Requires an authorized admin access token. VLens re-validates the OTP request and the user’s Digital Identity before applying the new phone number. Step 4 of the update-phone-number flow — only needed when the deferred-commit variant was used in step 3.
